The nature and level of trade-union militancy and willingness to use strikes or other forms of industrial conflict to pursue the interests of labour. Also, the qualitative aspect of trade-union strength or weakness, as against the quantitative completeness (or so-called density) with which a union recruits from its potential constituency.
